South Carolina follows a graduated licensing process for new drivers under 17 years old, to help younger applicants adjust to their driving responsibilities and stay safe on the roads. If you are 15 or 16 years old and have held a beginner’s permit for at least 180 days, you can apply for a conditional or “special restricted” driving license, which would allow you to drive unattended providing you adhere to a set of restrictions. To be eligible for this level two license, you must have completed at least 40 hours of behind-the-wheel practice time, including 4 hours of driving in darkness. It is also necessary to complete a state-licensed driver’s education course and provide evidence of this, along with your application forms. Of course, you will need parental permission and evidence of regular school attendance too! When you have all this documentation, the only thing left is to pass the SC road skills test at a DMV exam center.
The state-licensed drivers ed course you take must be classroom based and must include 30 hours of lessons, followed by six hours of practical instruction with a certified driving teacher. This may sound like a lot but there is an enormous amount of information to cover during this time. Teen drivers must learn about drug and alcohol awareness, defensive driving techniques, roadway scanning systems, navigating different types of intersection, using lanes, making turns, basic vehicle control techniques, traffic violations, road rage avoidance and much more besides! At a bare minimum, you will need to familiarize yourself with rules of the road and road signs, in preparation for the 30-question SC DMV permit test. Everything you must know is listed in the South Carolina DMV handbook, but it does not make for a particularly interesting read.
